AFAIK (just sifting through the other threads in this forum) there is still no "official" US dealer, possibly because F+G would cause them plenty of headaches. It looks like there just isn't a shop where you can walk in and browse through a number of new and used Tokai basses.
So your friend's best bet might be monitoring Reverb.com and eBay, not only to directly buy one via these platforms but also because he could get an idea which dealers in the bay area deal with Tokais.
Edit: Buying one in Japan is another option of course, even more if he has a friend in Japan who could help him with finding something nice and many of the bigger store chains offer international shipping.
