Replacement neck

I bought this bass back around '90-modded it alot. It has sat unplayed for last the 25 or so in my mothers basement in storage. I have resurrected it but the neck is an issue. I believe its a single action truss rod? Im tightened all the way and still have action that is about 3.5mm at 12th marker (neck is defretted). Trying to resource some help finding a replacement neck but not sure what fits, or what the OEM market might be.

Tokai sold some raw parts, neck and bodies 10 years ago through his website but not sure if they do so nowadays. Ask them about it. Good luck
