For most of us, they are. So if someone contacts a seller via the forum, they know that a lower offer might be accepted. It's against eBay rules to expect the buyer to pay Paypal fees. Which makes dealing on here seem like a more attractive proposition. If the seller has a good track record, the risk is minimal.
