Interesting, I'm not sure I've ever seen Dry Zs that weren't potted, as evidenced by the wax around the baseplate screws in all the pics. Here's a quick google image search, every Dry Z that popped up is potted:

I have seen tons of Greco pickups with the waxy covered bases but they all do not seem to be potted in a traditional sense.

A pickup that is truly potted will have a bit of extra weight to it.
It will also have a very solid sound when you tap on the cover.
All of the Greco pickups I have had with the wax covered bases have a very hollow sound when I tap on the covers; they don't sound at all like any wax has worked it's way into the windings and/or bobbins, and to the back side/under side of the cover.
