This is is supposed to be a Hard Puncher with a Matsumoku neck plate? Any ideas of what’s going on? Frankenbass?

Yeah, unless there is something I don't know about a Matsumoku/Tokai connection in that early period, but I doubt it. I thought the whole point was that Tokai had built for others and in 1977 put their name on their own stuff, not on someone else's.

Exactly.
The PB80 first appeared in 78 and 48, 60 in 79. The serial number looks more like an Aria # as Tokai didn't use the L until quite a few years later.
So an early pb 80 neck with frets removed for me and the rest is open to conjecture.
