I don't know about 'best' per-se, but Fernandes made a neck-through P that was pretty cool. For what it's worth, I hated my Tokai P-J bass until I took it apart and realized that someone had messed up the wiring.
I have a Greco Ric, and a Greco T-bird, and I've never been disappointed, but that said, no experience with their Fender copies, other than the fact that they made some great-looking copies.
In all, I think it's kind of hard to judge. Tokai, Fender, Aria Pro II, Greco, Fernandes, Ibanez, Yamaha, and Burny all made some really nice copy basses back in the 70's and 80's, so it's really hard to say.
If you find one you like on Ebay/wherever, go to Youtube and have a listen with some decent speakers to see if it's what you're after.
